18681 abstract Community information systems (CISs) encompass a range of features which are frequently identified as central to reengineering: they deal with a product - information; the process is broad - exchange of information with the public; cross functional; of strategic importance and must utilise ICTs. The development of one particularly innovative example of a CIS provides the basis for an exploration of reengineering in the public sector. Having established that the case study closely resembles a model of reengineering some factors which either promoted or inhibited the development of this particular CIS are explored. The suggestion is that many of the inhibitors and promoters are likely to confront the development of any project, or organisational change strategy, which threatens to reengineer existing (traditional) processes and practices.
